Volsky had initially suggested the RSPP would back the trade union version, but Bendukidze retorted: “You’re not speaking for everyone … we support the government’s version”. This divergence of views – and on hugely important issues: industrial policy, WTO accession, electricity sector restructuring and later on the fallout from the Yukos affair – made for lively, and at times, confrontational debate and continued throughout 2001–2003.

Bureau composition

The composition of the Bureau was determined in the following way: one third (or nine) of the members would be represented by the ‘new generation’ of Russian businessmen (former ‘oligarchs’ and other wealthy businessmen); another third would represent ‘traditional’ business and be nominated by the RSPP, or come from within the RSPP leadership itself (Volsky, Yurgens and other vice-presidents); while the final third – the ‘neutrals’ – would be selected jointly by the first two categories.45 The composition of the Bureau was highly significant as this would determine whose interests would be most vocally and numerically represented, and whose interests would predominantly shape the RSPP’s unified position on the most pressing issues of public policy. The complete list of the first 27 members of the original Governing Bureau, along with the industrial enterprises or financial groups they represented, appears in Table 6.1.46
